      Please allow me to introduce myself and our company (Revolutionary Mortgage Company) to prospective appraisal clients of Vinson Real Estate Services, LLC. My brother started our company 29+ years ago as a regional boutique residential mortgage lender operating in Maryland, Virginia, Washington D.C. and WV. We process, underwrite and approve Agency (Fannie Mae, Freddie Mac, FHA, VA, USDA, etc.) and Portfolio residential mortgages. As such, we must rely on our selection of 3rd Party Services to order credit reports, title work and most importantly (Appraisals and Appraiser reports) to insure that they are of the highest quality, in order to sell these mortgages into the secondary markets and to pass their most stringent Quality Control reviews (otherwise, we could be faced with purchasing a loan back). Given the fact, that Mr. Vinson was successful in creating one of the larger Residential Real Estate Brokerage houses in the 1980's (100+ real estate agents reporting to him), we thoroughly trust his knowledge of real estate values. Additionally, for the past 40 + years, Mr. Vinson has built a very reputable appraisal business by obtaining SRA certification(s) through the National Appraisal Institute, FHA and VA; as well as, being acknowledged and accredited as an expert appraisal witness to the local Washington DC metropolitan regional banking sector, divorce appraisals, estate appraisal litigation and commercial/residential real estate markets. WE & OUR LOCAL & NATIONAL INVESTORS & OUR HOME BUYERS / BORROWERS, TRUST HIS APPRAISAL WORK PRODUCT AND BACK HIS INTEGRITY AND KNOWLEDGE OF HOME VALUATIONS IN MARYLAND, DC AND VIRGINIA.       I found his appraisal style completely bias to Prince George's county. I told him about the heated floors in 3 bathrooms along with many other home details, down to $110 p/sq ft granite. He seemed very unmoved. I asked “If the home were in a home in Potomac, would you give value for the high-end granite?” he said “That’s Potomac. Do you think people around here care about $110 p/sq ft granite?” I told him that people here do care and that a high ranking military person is selling to another high ranking military family and all parties did care”. In 13 years I haven't ever been off on my home listing values, until this guy did the appraisal. His prejudice was apparent relative to the area and home's amenities within the area compared against Montgomery County where his office is based.

      In response to Ms. Loucas comments, it would have been nice if she had described the entire conversation without embellishment and without taking the conversation out of context. My point, to agents and to homeowners alike, is that not every item creates value and the cost of an item is not the value of the item in an appraisal. The appraisal is a reflection of what home buyers and sellers are negotiating in the marketplace. What Ms. Locuas, could not or would not grasp, is that there are times when a homeowner invests money in their home and improves it beyond what the market expects or is willing to pay for. I cited the example, that a homeowner may choose to install a swimming pool that may cost the owner $30,000, however the market may be only willing, on a resale basis, to pay $15,000 for the pool; this is considered functional obsolescence due to super-adequacy (over improvement). Ms. Loucas, new mulch, outside hose bibs, additional washer/dryer hookups, heated bathroom floors may all be nice features and help in marketability of the property but may not create value. If you have specific data proving otherwise I would welcome reviewing it with you. I might add the appraisal was reviewed by a trained underwriter and the Federal Agency involved; all appeared to agree with my analysis and conclusions. 12/16/2017 Update-the property in question, did settle exactly for the appraised value! I'm sure the homebuyers are delighted with their new home especially knowing they didn't overpay for the property.
