Debit card are blocked in some areas. Those areas change at their discretion and without notice. I had a $3 charge at Starbucks in California declined. All of California was blocked. Other occasion all of Georgia was blocked. I closed the account and was not even asked why. One other time, their ATM did not dispense $500 even though it charged my account. Wasted much time to verify and correct. Web site continually blocked my access and forced change of password.
